The Failure of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its benefit.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
